						<section><p>The <span class="dictionary">Department</span> shall make a careful physical and mental examination of every <span class="dictionary">child</span> committed to it by the <span class="dictionary">courts</span>, investigate the personal and family history of the <span class="dictionary">child</span> and his environment, and place such children at such facilities as are available.
