						<section><p>No <span class="dictionary">person</span> shall construct, establish or own a horse <span class="dictionary">racetrack</span> or <span class="dictionary">satellite facility</span> where <span class="dictionary">pari-mutuel wagering</span> is permitted, unless he has obtained an owner&#x2019;s license issued by the <span class="dictionary">Commission</span> in accordance with the provisions of this chapter.</p><p>No <span class="dictionary">person</span> shall operate <span class="dictionary">pari-mutuel wagering</span> or conduct any <span class="dictionary">race meeting</span> at which wagering is permitted with his knowledge or acquiescence, unless he has obtained an operator&#x2019;s license issued by the <span class="dictionary">Commission</span> in accordance with the provisions of this chapter.</p><p>No <span class="dictionary">person</span> to whom an owner&#x2019;s or operator&#x2019;s license has been issued nor any officer, director, partner, or spouse or <span class="dictionary">immediate family</span> <span class="dictionary">member</span> thereof shall make any contribution to any candidate for public office or public office holder at the local or state level.</p><p>No license issued under the provisions of this chapter shall be transferable.</p></section></text><history>1988, c. 855; 1991, c. 591; 1992, c. 820.</history><metadata></metadata></law>
