						<section><p>The <span class="dictionary">Department</span> is authorized to promulgate regulations and establish procedures to enable it to <span class="dictionary">issue</span> commercial <span class="dictionary">driver</span>&#x2019;s licenses, maintain and exchange <span class="dictionary">driver</span> records, and impose licensing <span class="dictionary">sanctions</span> consistent with the provisions of this article and with the minimum standards of the federal <span class="dictionary">Commercial Motor Vehicle Safety Act</span> and the federal regulations promulgated thereunder.</p></section></text><history>1989, c. 705, &#xA7; 46.1-372.5.</history><metadata><court_decisions><item key="0"><name>Lockett v.
