						<section><p><span class="dictionary">Motor carriers</span> transporting baggage or other property of passengers shall do so only when such articles are stowed in a manner to assure:</p></section>
						<section id="1"><p><span class="prefix-number">1.</span> Unrestricted freedom of <span class="dictionary">motion</span> to the <span class="dictionary">driver</span> for proper <span class="dictionary">operation</span> of the <span class="dictionary">vehicle</span>. <a id="paragraph-1360872" class="section-permalink" href="https://vacode.org/46.2-2011.13/#1"><i class="fa fa-link"/></a></p></section>
