						<section><p>The <span class="dictionary">Department</span> may treat <span class="dictionary">highway</span> surfaces for stabilization and dust control in any town in the Commonwealth upon request of the governing body of such town and may treat <span class="dictionary">highway</span> surfaces for stabilization and dust control in any county of the Commonwealth, the <span class="dictionary">secondary highways</span> within which are not a part of the secondary state <span class="dictionary">highway</span> system, upon request of the governing body thereof, provided that such county or town governing body shall pay to the <span class="dictionary">Department</span> the cost of such treatment.
