						<section><p>The <span class="dictionary">Commissioner</span> may permit the sale of seed potatoes that do not meet the standards of <span class="dictionary">approved seed potatoes</span> when he deems necessary. The <span class="dictionary">Commissioner</span> may permit the sale of experimental varieties of potatoes for propagation purposes.
