						<section><p>The powers conferred by this chapter on counties, cities and <span class="dictionary">towns</span> are in addition and supplemental to the powers conferred by any other <span class="dictionary">law</span>, and may be exercised by resolution of the governing bodies thereof without regard to the terms, conditions, requirements, restrictions or other provisions contained in any other <span class="dictionary">law</span>, general or special, except the State Water Control <span class="dictionary">Law</span> passed at the 1946 regular session of the General Assembly, or in any charter, except that where fees, rents and charges are fixed by a city or <span class="dictionary">town</span>, that power shall be exercised by <span class="dictionary">ordinance</span>.</p></section></text><history>1946, p. 363; Michie Suppl. 1946, &#xA7; 1560iii21.</history><metadata></metadata></law>
