						<section><p>No member of any <span class="dictionary">authority</span> or officer of any <span class="dictionary">governing body</span> of <span class="dictionary">locality</span> creating such <span class="dictionary">authority</span>, or person or persons acting in their behalf, while acting within the scope of their <span class="dictionary">authority</span> shall be subject to any personal liability by reason of his carrying out of any of the powers expressly given in this chapter.</p></section></text><history>2003, c. 643.</history><metadata><court_decisions><item key="0"><name>Frank Marshall Smith, II v.
