						<section><p>After adoption of a <span class="dictionary">road improvement</span> program, the <span class="dictionary">locality</span> may adopt an <span class="dictionary">ordinance</span> establishing a system of <span class="dictionary">impact fees</span> to fund or recapture all or any part of the cost of providing reasonable <span class="dictionary">road improvements</span> benefiting new <span class="dictionary">development</span>.
