Identify and assist in the development of commercially viable bioenergy\n   market opportunities, including recruitment, expansion and establishment of\n   renewable bioenergy businesses in Virginia; and\n\n   4. Promote the aquaculture of the species that are natives to or reside within\n   the waters of the Chesapeake Bay and the Virginia Coast, in concert with the\n   efforts of Virginia higher education institutions and the Virginia Marine\n   Resources Commission, with a focus on assisting &#8220;traditional\n   watermen&#8221; who rely on harvesting marine fish and shellfish.
