This is Chapter 38 of the Code of Virginia, titled “Transition of Towns to Cities.” It is part of Subtitle III “Boundary Adjustments and Changes of Status of Counties, Cities and Towns”, which is part of Title 15.2 “Counties, Cities and Towns”. It contains 35 laws.
